Section 1: The name of this organization shall be the Student Council of the Griswold Community High School.
Section 2: The purpose of this organization shall be to determine the collective will of the student body and thereby to provide a means of communication and understanding students and faculty in all areas of school life.
Section 3: To provide with competent guidance, opportunities for students to use their own initiative and to assume responsibilities in the following areas:
1) Sponsoring certain student social activities.
2) Contributing to the development of pride in the school on the part of the student body.
3) Taking an active interest in assisting other student organizations.
4) Developing desirable traits and attitudes necessary for citizenship.
5) Promoting student scholarship.
6) Helping every student to feel a part of the total school life, especially providing for the orientation and introduction of new students to school life and school activities.
Section 1: The Student Council shall consist of the following 12 members:
1) The Presidents of the current freshmen, sophomore, junior, and senior classes. These members will be “carry over” members the following year. The current freshmen Vice-President will also represent the freshmen class.
2) One member elected from each of the freshmen, sophomore, junior, and senior class. These will serve a one-year term.
Section 2: All council members must maintain a 2.5 grade point average. Failure to do so will result in removal from the Council.
Section 3: Any member who has three consecutive absences may be removed by a 2/3 majority vote of the Council.
Section 4: Any member that has not participated in the last two out of three Student Council activities will be removed by a 2/3 majority vote of the Council.
Section 5: Any member caught in violation of the Good Conduct Code will have to abide by school policy (length of ineligibility). If the member is an officer, another Council member will replace the member in that capacity.
Section 6: Any member having to be removed from or quit Council for any reason will be replaced by a class member. This member shall be appointed by the Executive Council and other Council representatives from the member’s class to complete the term of office.
Section 1: The elected officers shall be: a president from the senior class, vice-president from the junior class, and a secretary.
Section 2: Duties of the Officers:
1) The president shall preside over all meetings of the Council, appoint committees, represent the Council on public occasions and assume such duties as usually are connected with the office.
2) The vice-president shall perform the duties of the president in his/her absence.
3) The secretary shall keep the minutes of all Student Council meetings, handle all official correspondence, post the minutes for the student body, and take attendance at each meeting.
4) The executive council will consist of the President, Vice-President, Secretary and the advisor(s).
Section 1: The election of class officers that shall include the members on the Student Council shall take place in May. These class officers shall take office the same day and the newly elected Student Council members shall then vote on their officers for the following year.
Section 1: An appointed faculty member shall serve as advisor to the Student Council. The advisor shall serve as an advisor and does not vote.
Section 1: The Student Council shall meet on the first and third Wednesday of every month at a time and place determined by the advisor.
Section 2: Special meetings may be called as necessary by the president or advisor, or by request of two-thirds of the Student Council members.
Section 1: Primary Jurisdiction
1) By primary jurisdiction is meant an area of authority subject to no high authority.
2) The Student Council shall have primary jurisdiction over its own internal procedure, over deciding what projects it shall undertake, and over the interpretation of its Constitution.
Section 2: Secondary Jurisdiction
1) By secondary jurisdiction is meant an area of authority within which actions are subject to a veto by higher authority, which in this case is the school administration.
2) The Student Council shall have secondary jurisdiction over the following areas:
a. Certain student social activities of the school.
b. Certain activities directed toward scholastic achievement.
c. Its relationship with other organizations within the school.
d. Activities related to the introduction and orientation of new students to school life.
Section 1: Amendments may be proposed at any Student Council meeting.
Section 2: The proposed amendment is to be debated and voted upon at the next Student Council meeting.
Section 3: If votes of two-thirds of the members of the Council present and voting pass the proposed amendment, it should become a part of the Constitution.
Section 4: All amendments shall become effective as of the date stipulated in the amendment itself.
